主持人：諸位學(xué)者，大家好！《中尼鐵路和南亞交流》已經(jīng)通過72、73、74期連續(xù)發(fā)了三期有關(guān)人工智能主題的對話，引起了比較廣泛的關(guān)注。在科技飛速發(fā)展的今天，發(fā)展中國家的學(xué)者討論這個話題完全是應(yīng)該的！我們也知道，今年是對口支援政策和工作30周年，這些地區(qū)發(fā)生巨大的變化，請大家談?wù)劇Ｎ抑溃瑢W(xué)者們在討論中，最終要用數(shù)據(jù)來說話的。

Host: Scholars, hello!"China-nepal Railway and South Asia Exchange" has issued three consecutive dialogues on artificial intelligence through issues 72、73 and 74, which has attracted wide attention. With the rapid development of science and technology today, it is entirely appropriate for scholars from developing countries to discuss this topic! As we all know, this year marks the 30th anniversary of the matching support policy and work, and great changes have taken place in these areas. I know that scholars will ultimately use data to speak for themselves in their discussions.

拉加當(dāng)周：主持人好！通過《中尼鐵路和南亞交流》這個民間的學(xué)術(shù)交流平臺，中外學(xué)者可以對彼此感興趣的話題進行交流，我覺得非常好！人工智能的發(fā)展，對全人類都有影響，這是我們學(xué)者應(yīng)該注意的動向！當(dāng)AI急速向著我們傳遞過來的時候，已影響到了我們生活的方方面面。這些年，甘孜州的變化很大，與兄弟省市區(qū)的支援是分不開的。

Through the"China-Nepal Railway and South Asia Exchange" this non-governmental academic exchange platform, Chinese and foreign scholars can exchange on topics of mutual interest, I think it is very good! The development of artificial intelligence has an impact on all mankind, which is the trend that we scholars should pay attention to! When AI is rapidly coming to us, it has affected every aspect of our lives. These years, Ganzi prefecture has changed a lot, and the support of brother provinces and cities is inseparable.

博迪亞爾：主持人好！我被邀請參加對話，感到很高興。從我多年前就到中國西藏從事外交活動，到后來一直保持著與中國的友好事務(wù)來往。我親眼看見了中國發(fā)生的變化，中國越來越美。近些年，當(dāng)我回到拉薩的時候，發(fā)現(xiàn)拉薩變得越來越讓人喜愛，既有現(xiàn)代化的設(shè)施和建筑，還有濃郁的民族風(fēng)格。人們的臉上洋溢著幸福的笑容。

Paudyal: Hello, host. I was delighted to be invited to the dialogue. I have been engaged in diplomatic activities in Xizang for many years and have maintained friendly relations with China ever since. I have seen the changes in China with my own eyes. China is becoming more and more beautiful. In recent years, when I returned to Lhasa, I found that Lhasa has become more and more pleasant, with modern facilities and architecture, and a strong ethnic style. The faces of the people were filled with happy smiles.

扎西翁加：主持人好！我想圍繞這次對話的主題來說說。我覺得這個主題很有意味。中國的發(fā)展有目共睹，近期我國實行144個小時旅游的免簽，大量的游客到中國來，拍了很多的個人視頻，都很驚訝我們國家的美麗，覺得中國人似乎生活在未來世界。甘孜州最近十多年的發(fā)展，非常好！我們學(xué)校的老師學(xué)生看到家鄉(xiāng)的變化，經(jīng)常以歌舞的形式抒發(fā)幸福感。

Zhaxi Wengjia: Hello, host! I'd like to focus on the topic of this conversation. I think the theme is very meaningful. China's development is obvious to all. Recently, China has implemented the 144-hour visa-free travel. A large number of tourists come to China and shoot a lot of personal videos. They are amazed at the beauty of our country and feel that Chinese people seem to live in the future world. The development of Ganzi Prefecture in recent ten years is very good! When teachers and students in our school see the changes in their hometown, they often express their happiness in the form of singing and dancing.

高琳佳：是的，從美麗中國窗口看我們的家鄉(xiāng)，甘孜州的發(fā)展讓人欣喜。我作為在這里世居民族的一員，對家鄉(xiāng)日新月異的變化深有感觸，如果沒有我們祖國像媽媽那樣的關(guān)愛，哪里有各兄弟姐妹共同繁榮發(fā)展的局面呢。

Gao Linjia: Yes, looking at our hometown from the beautiful Chinese window, the development of Ganzi Prefecture is very exciting. As a member of the Tibetan ethnic group who has lived here for a long time, I am deeply touched by the rapid changes in my hometown. If it were not for the help of our motherland and the love and care for us like our mother, where would all brothers and sisters prosper and develop together? 

楊榮濤：我這些年經(jīng)常到四川民族學(xué)院交流，認識了高琳佳老師，還有其他的一些教師。在過去，大渡河邊的姑咱小鎮(zhèn)，自從有了專門為教育事業(yè)和全面發(fā)展建立的學(xué)校，面貌就不一樣了！

Yang Rongtao: I often go to Sichuan Minzu College for exchange over the years, and know Gao Linjia and some other teachers. In the past, the small town of Guza by the Dadu River has changed since it has a school specially established for the cause of education and all-round development!

蘇杰：我在前不久到四川的西部做了一次考察，這里又是位于中國的西部地理范圍內(nèi)，我看到四川的這些民族集聚州縣發(fā)展迎來了高質(zhì)量發(fā)展的新契機。但高質(zhì)量發(fā)展的前提是“大保護和大開發(fā)”，也就是堅持綠色低碳發(fā)展和提升開放型經(jīng)濟水平。鐵路的興建，將對川西北地區(qū)的旅游高質(zhì)量發(fā)展產(chǎn)生深遠影響，四川旅游的金字招牌將會更加閃亮，各族人民的來往將會更加頻繁，心與心的距離將會更近。

Su Jie: Not long ago, I made an inspection trip to the western part of Sichuan, which is located in the western geographical range of China. I saw that the development of these ethnic agglomeration counties in Sichuan ushered in a new opportunity for high-quality development. But the premise of high-quality development is"big protection and big development", that is, adhere to green and low-carbon development and improve the level of open economy. The construction of the railway will have a profound impact on the high-quality development of tourism in the northwest of Sichuan, and the golden sign of Sichuan tourism will be more shining, the exchanges of people of all ethnic groups will be more frequent, and the distance between hearts and hearts will be closer.

Host: Yes, these prefectures and counties in Sichuan have developed very fast in the past ten years, and ecological protection has been done very well. Both the Yellow River and the Yangtze River flow through Sichuan. Among the beautiful China, the beauty of Sichuan is very dazzling! The green mountains and green water of these counties are well protected during their modernization. As we all know, since 1994, the national support policy has been gradually rolled out, benefiting countless people. This is the advantage of the Chinese social system.

扎西翁加：是的，據(jù)我所知，對川西北地區(qū)的幫助和扶持，從2012年起，四川省內(nèi)也開展了成都市等9市州對口支援32個州縣。兄弟民族一家親，在社會主義的大家庭中，共同富裕之路，越走越寬。

Zhaxi Wengja: Yes, as far as I know, to help and support the northwest Sichuan region, since 2012, Sichuan Province has also launched nine cities and prefectures including Chengdu to support 32 related prefectures and counties. In the big socialist family, the road to common prosperity will become wider and wider.

高琳佳：我補充一點，有一份資料顯示《浙江省“十四五”對口支援四川省甘孜州經(jīng)濟社會發(fā)展規(guī)劃》的內(nèi)容，讓我感動，浙江省在“十四五”期間為甘孜州規(guī)劃項目達到84項、資金31.5億元，涉及智力支援、產(chǎn)業(yè)支援促進就業(yè)、保障和改善民生、交往交流交融、文化教育支援等六大類，其中80%用于保障和改善民生。

Gao Linjia: I would like to add that I was moved by the content of the"Plan of Zhejiang Province for Supporting the Economic and Social Development of Ganzi Prefecture in Sichuan Province", which shows that during the"14th Five-Year Plan" period, Zhejiang Province planned 84 projects for Ganzi Prefecture with a capital of 3.15 billion yuan. It involves six categories: intellectual support, industrial support to promote employment, protection and improvement of people's livelihood, exchanges and integration, and cultural and educational support, 80% of which is used to protect and improve people's livelihood.

楊榮濤：是的。我也了解到，2013年，浙江省就根據(jù)四川甘孜州及該州18個縣的實際情況，安排杭州、湖州、紹興、金華4市18縣“一對一”對口幫扶甘孜州18個縣。這樣大面積的對口支援，在世界上其它國家是沒有前例的。

Yang Rongtao: Yes. I also learned that in 2013, according to the actual situation of Ganzi Prefecture and its 18 counties, Zhejiang Province arranged one-to-one assistance for 18 counties in the 4 cities of Hangzhou, Huzhou, Shaoxing and Jinhua. Such large-scale support is unprecedented in other countries in the world.

博迪亞爾：從中國學(xué)者這里了解到情況，真的讓人感動！記得《中尼鐵路和南亞交流》前不久有過連續(xù)8期的“鑄牢中華民族共同體意識”對話，有8個國家的學(xué)者參與討論，有南亞國家的，也有中亞和西亞國家的，大家對中國的這一前沿學(xué)術(shù)問題進行討論時，都在感嘆中華民族共同體的凝聚力。尤其是雷格米教授和我談到這個問題的時候，我們更加感慨，這在很多國家是做不到的。

Paudyal: The details I learned from the Chinese scholars were really touching! I remember that not long ago,"China-Nepal Railway and South Asian Exchanges" had eight consecutive sessions of the dialogue on"Forging the Consciousness of the Chinese Nation Community". Scholars from eight countries participated in the discussion, including South Asian countries, Central and West Asian countries. When discussing this frontier academic issue of China, they all lamented the cohesion of the Chinese nation community. Especially when Professor Regmi and I talked about this issue, This is not possible in many countries.

蘇杰：據(jù)我所知，還有廣東省2014年就在“國家東西部扶貧協(xié)作和對口支援”政策的指引下，施行對口支援四川省甘孜州。廣東省始終遵循“以民生援建為龍頭，產(chǎn)業(yè)援建和智力援建為兩翼”的總體思路，在7年間累計安排對口支援資金29.96億元，實施項目275個；組織廣州等8市計劃外投入，加上廣東省社會各界捐款捐物等，約2.05億元。

Su Jie: As far as I know, in 2014, under the guidance of the"National Eastern and Western poverty alleviation cooperation and matching support" policy, Guangdong Province provided matching support to Ganzi Prefecture in Sichuan Province. Guangdong Province has always followed the general idea of"taking people's livelihood as the leader, and industrial construction and intellectual construction as the two wings", and has arranged 2.996 billion yuan of matching support funds in seven years, implementing 275 projects; The organization of Guangzhou and other 8 cities outside the plan investment, plus donations from all walks of life in Guangdong Province, about 205 million yuan.

拉加當(dāng)周：可以說，有國家的扶助，兄弟省市的支援，加上本省地市的援助，我們甘孜州在經(jīng)濟社會發(fā)展的進程中，這些年秉持新發(fā)展理念，實現(xiàn)了經(jīng)濟、生態(tài)、社會的和諧共生與共贏發(fā)展。

Laja Dangzhou: It can be said that with the help of the state, the support of brother provinces and cities, and the assistance of local provinces and cities, in the process of economic and social development, we in Ganzi Prefecture have adhered to the new development concept in these years, and achieved harmonious coexistence and win-win development of economy, ecology and society.

畢研韜：我感到，甘孜是四川基層州縣發(fā)展的一個縮影。在這里，我想說句題外話——我一直重視中國形象的傳播，對傳播學(xué)的創(chuàng)新如何實際操作問題經(jīng)常在思考。我個人覺得，在這個公眾號之中，民間學(xué)術(shù)的對話形式，探索出了小成本塑造大形象的路子。例如，本期的“從美麗中國之窗看涉藏州縣的發(fā)展”話題，如果交給一家正規(guī)的媒介進行制作，會產(chǎn)生多少費用？這是一個值得思考的問題。

Bi Yantao: I feel that Ganzi is a microcosm of the development of prefectural counties in Sichuan. Here, I would like to say a digress - I have always attached importance to the communication of China's image, and I often think about how to practice the innovation of communication. I personally think that in this public number, the dialogue form of folk academics has explored a way to create a big image at a small cost. For example, in this issue of the topic"The development of Xizang County from the window of Beautiful China", how much would it cost if it were produced by a regular media? This is a question worth thinking about.

蘇杰：嗯，畢研韜教授的這個問題，是值得研究的。這里存在一個對傳播學(xué)的經(jīng)濟載體的命題，這是加強國際傳播能力建設(shè)的具體問題。“講好中國故事”，需要從大處著眼，小處著手。

Su Jie: Well, Professor Bi Yantao's question is worth studying. 高琳佳：扎西翁加老師說得好！我談?wù)勎幕ㄔO(shè)的一個例子，就是甘孜的康巴文化的發(fā)展——甘孜州先后成立了甘孜州藏學(xué)研究所、甘孜州康巴文化研究院、四川省社會科學(xué)重點研究基地康巴文化研究中心等科研機構(gòu)。這些平臺以鑄牢中華民族共同體意識，構(gòu)筑中華民族共有精神家園為最高目標，致力于康巴地區(qū)優(yōu)秀中華文化的挖掘、保護、傳承和創(chuàng)新研究。

Gao Linjia: Well said by Teacher Zhaxi Wengjia! An example of cultural construction I would like to talk about is the development of Kangba culture in Ganzi - Ganzi Prefecture has set up research institutes such as Ganzi Tibetology Research Institute, Ganzi Kangba Culture Research Institute, and Kangba Culture Research Center, a key research base of social sciences in Sichuan Province. These platforms are committed to the exploration, protection, inheritance and innovation of the excellent Chinese culture in Kangba with the highest goal of forging a strong sense of community of the Chinese nation and building a common spiritual home of the Chinese nation.

楊榮濤：我們在四川民族學(xué)院進行交流的時候，目睹了康巴文化在學(xué)校的研究和傳承。高琳佳老師在這方面做了很多的工作，民族學(xué)院高度重視，一批學(xué)者孜孜不倦，取得了不少的成果。

Yang Rongtao: During our exchange in Sichuan Minzu College, we witnessed the study and inheritance of Kangba culture in the school. Teacher Gao Linjia has done a lot of work in this area, and the Institute of Sichuan Minzu College attaches great importance to it. A group of scholars have worked tirelessly and achieved a lot of results.

博迪亞爾：事實勝于雄辯！我以我的親身經(jīng)歷，多次目睹了中國人面對外來污名化的時候，總是講事實擺道理。這是中國人民的傳統(tǒng)美德之一！中國學(xué)者的學(xué)術(shù)養(yǎng)成，體現(xiàn)出來的文明程度很高！

Paudyal: Actions speak louder than words! In my own experience, I have witnessed many times that when Chinese people face external stigmatization, they always tell facts and justify themselves. The academic cultivation of Chinese scholars reflects a high degree of civilization.

畢研韜：著名社會學(xué)家費孝通總結(jié)出了不同文明之間的共處原則，“各美其美，美人之美，美美與共，天下大同”。

Bi Yantao: The famous sociologist Fei Xiaotong summed up the principle of coexistence among different civilizations"Take care of the good aspirations of others, every good desire can be realized, everyone's good aspirations can be realized, and the world will be harmonious and safe."

蘇杰：畢研韜教授的這番話意味深長。但愿在所有的國家中，都有人能懂這些話中的含義。智能向善，是中國的主張，是來自北京的聲音，這是今后中國科技發(fā)展的取向。

Su Jie: Professor Bi Yantao's remarks speak volumes. If only there were people in all countries who could understand what these words mean. 扎西翁加：這需要對怎樣發(fā)展進行深刻的反思！要有“人類命運共同體”的哲理思考，要有東方追求真善美的那種情懷。

楊榮濤：我贊同扎西翁加老師的意見！人類的每一次理性進步，總是從反思開始的。聯(lián)合國多次把“人類命運共同體”寫進文件，說明很多國家是贊成的。

Yang Rongtao: I agree with teacher Zhaxi Wengjia! Every rational progress of mankind always begins with reflection. This is a key issue, and the United Nations has repeatedly written the"Community of shared future for mankind" into its documents, which shows that many countries are in favor of it.

博迪亞爾：我非常贊賞“人類命運共同體”的理念，這對于全世界來說是真正的福音。我和南亞國家的很多朋友，對“中華民族共同體”也是很贊賞的！中國人民愛好和平，與鄰為善，以鄰為伴，中國的團結(jié)與發(fā)展，對于南亞的和平發(fā)展有很大的影響。

Paudyal: I really appreciate the idea of a community with a shared future for mankind, which is a true blessing for the whole world. Many friends from South Asian countries and I also speak highly of the Community of the Chinese nation. The Chinese people love peace and seek friendship and partnership with their neighbors.
